<p>The motor industry says it is winning the war against car thieves, thanks to advances in security features. BBC transport correspondent Richard Scott says unless criminals can get their hands on the keys, new cars are all but impossible to steal. The number of thefts have declined dramatically but the industry admits in the future thieves may overcome some of the high-tech security barriers. Over the last seven years car thefts have fallen by around two-thirds.<br />
The vast majority of those thefts were of vehicles more than three years old.</p>
<p>Because modern car keys are coded, stealing a car without them is very difficult.<br />
Andrew Miller, director of research at car insurance repair research centre, Thatcham, said: &#8220;We are doing everything possible to crack down on car crime. Now it is the motorist&#8217;s responsibility to drive down vehicle theft figures.&#8221;</p>

<h3>&#8216;Incredible improvements&#8217;</h3>
<p>He said the reduction in car thefts was &#8220;due to the incredible improvements to a raft of security systems including alarms, locks, immobilisers, toughened glass and tracking devices&#8221;.</p>
<p>The motor industry says 80% of thieves use the vehicle&#8217;s keys and around a fifth of home burglaries are carried out in order to steal them. It is asking motorists to keep keys out of sight, says our correspondent.</p>
<p>Cars can also be stolen by being loaded onto a trailer &#8211; but high end cars with sophisticated vehicle tracking systems are generally recovered quickly.<br />
Thieves though are beginning to design their own high tech methods, and the industry admits it needs to continuously design new security systems.</p>
<p>The Volvo C30 won at the British Insurance Vehicle Security Awards. Meanwhile Volkswagen has won the overall manufacturer award at the 2011 British Insurance Vehicle Security Awards. Vauxhall UK came top in the van manufacturer field.</p>
<p>Individual awards were handed out to the Audi A1, the Volvo C30 and the Citroen C5 Exclusive. Society of Motor Manufacturers and Traders chief executive Paul Everitt said: &#8220;Car and van manufacturers take vehicle security very seriously and strive to stay one step ahead of criminals.&#8221;</p>

			<content:encoded><![CDATA[<h3>GGL Security were guest exhibitors at a recent Security Expo held in the home of Munster Rubgy,  Thomond Park.</h3>
<p>The Expo was hosted by ADA Security in the legendary venue, where there was a wide variety of security products on display from the latest alarm systems to state of the art HD CCTV systems.</p>
<p>The show ran over two days and was very well received reflected by the high number of visitors that passed through Thomond Park over the course of the expo.</p>
<p>GGL&#8217;s Darragh O&#8217; Mahony and Louise Kelleher presented our full range of services to visitors. <p>IN-CAR computer systems have improved motoring in recent years, but could they also leave vehicles vulnerable to attack? New research from the University of California San Diego and the University of Washington seems to indicate so. A car’s computer system can be hijacked through an infected MP3 file burned to a CD, according to the report.</p>

<p>A piece of code added to the file – known as a Trojan horse – could run on the car’s system without a driver’s knowledge. And because computers now control so many of a car’s functions, in theory, it could be used remotely to control everything from the engine to such security features as central locking. The worrying thing about this research, security experts say, is that it was not conducted in a laboratory: the researchers bought a car and hacked into its system. The attack has been viewed with interest in the security field.</p>
<p>“What it does is highlight how integrated computers are becoming in every day life,” says Brian Honan, principal at security consultants BH Consulting. “It’s not necessarily saying that cars are hackable. It’s the software that cars can use [that] is hackable and, wherever that software is deployed, there’s the risk that people can take advantage of these weaknesses.”</p>
<p>The good news is that there have been no reports of cars being hacked into and controlled in such a way, although it now seems technically possible to do so. “Technically it is feasible to do what the guys have done in the universities as proof of concept to demonstrate the weaknesses in the system,” says Conor Flynn, technical director at Rits information security. Many in-car systems are supplied by third parties, meaning that several manufacturers could have very similar systems with common components. “They’re using commonly published protocols so that other third parties can make after-market add-ons,” says Flynn.</p>
<h3>The growing integration of electronic systems and wireless technologies, such as Bluetooth and wifi, in cars may make life easier for drivers, but it also creates security risks. Cars can be compromised through their Bluetooth or built-in mobile network systems.</h3>
<p>One attack was carried out using an infected application on an Android handset and connected to the car’s in-built Bluetooth system.<br />
Malicious software can also be introduced through diagnostic tools used for the maintenance of vehicles, through the on-board diagnostics port.</p>
<p>While the idea is worrying for car owners, most hackers are motivated by financial gain, so it is unlikely that the average motorist would be a primary target.This report could also act as a warning to manufacturers to keep critical systems separate from non-critical ones, says Honan.<br />
“Why would your MP3 need to be connected to your brake system for example, there’s no reason,” says Honan.<br />
“There should be some sort of isolation between those, just to make sure that these things cant be exploited.”</p>

<p>Fuel crime is becoming a multi-million pound business as petrol and diesel costs rise to more than £6 a gallon (£1.32 a litre), haulage companies say.<br />
Vehicles in lay-bays and depots are increasingly being targeted by thieves who siphon the fuel to sell on.</p>
<p>But despite the financial strain, some lorry drivers do not report thefts because they feel police do not take it seriously enough. Police deny this saying they are working hard to combat the problem.  &#8220;At one time we would have been concerned that if someone attacked the lorry they&#8217;d be looking to see what the cargo was,&#8221; said Dennis Davenport, UK manager of haulage firm HMT. &#8220;These days with a vehicle with 1000 litres of fuel you&#8217;re talking about a pump value of £1,350. It&#8217;s instantly useable and disposable. The fuel you carry is now more valuable than the cargo.&#8221;</p>
<p>During a recent break-in at Heysham Docks, Lancashire, one of the company&#8217;s lorries had its fuel tank emptied by thieves using relatively simple tools.&#8221;They broke open the lock on the tank, siphoned the fuel into drums and carted it away. There were about five of them and it took over an hour to drain one tank.We think the siphoning device was battery powered and they can be purchased from army surplus stores for minimal cost.&#8221;</p>
<p>The firm estimates similar thefts have cost the company more than £10,000 over the last 12 months alone. It is a problem impacting on companies across the industry, with hauliers reporting thefts on a daily basis. Chrys Rampley, security manager for the Road Haulage Association (RHA) said fuel was being taken from lorries parked up in lay-bys and depots despite companies investing in CCTV and security to protect the premises. She said: &#8220;There are thieves out there who are determined, sitting and waiting outside secure depots for the right moment to siphon the fuel. A whole fleet of 10-15 vehicles can have their tanks emptied in one night &#8211; that is a lot of fuel.&#8221;</p>
<p>The RHA conducted a survey of its 6,000 members on behalf of 5 live Investigates. Of the 150 who replied, almost two-thirds reported theft of fuel in the last year.<br />
The RHA represents around a quarter of the UK&#8217;s heavy goods vehicles. In some cases, companies have reported losing more than 3,000 litres of diesel in one raid.</p>
<p>&#8216;Not interested&#8217; According to Ms Rampley the loss of a full tank of fuel can wipe out the profit margin on one job. She says the situation is becoming so bad that the cost of fuel theft &#8211; along with other financial problems &#8211; forced one firm out of business.</p>

<p>But not all truckers who said they had suffered a fuel theft reported it to the police. A quarter of those who responded to the survey said they did not. Many said it was a waste of time because they felt the police did not take it seriously enough. One claimed the police had ignored two incidents and were &#8220;not interested in the slightest&#8221;.</p>
<p>Another said the police &#8220;are not interested even when you have CCTV&#8221;. That is a claim denied by the Association of Chief Police Officers (Acpo) which says it is working hard with a number of agencies and industry bodies to raise awareness of the issue and look at how best to prevent it.</p>
<p>A spokesman said: &#8220;Following a rise in the number of fuel thefts, reported to Acpo&#8217;s TruckPol police unit by colleagues, we have changed the way that we record the crime.<br />
&#8220;Previously we only recorded thefts in excess of 1,000 litres. This changed this year and we now record all thefts, no matter how large or small.</p>
<p>&#8220;So far this year we have had 61 thefts reported to us and many of these refer to multiple vehicles being targeted in compounds. However, we do believe there are more crimes that go unreported. In an attempt to encourage reporting we have been working with policing colleagues and, working with the Road Haulage Association, have given out crime prevention advice to industry contacts.&#8221;  Another way criminals are looking to make money on fuel is by removing the coloured dye from &#8220;red&#8221; diesel.</p>

<p>The number of illegal plants being set up to wash red diesel has gone up. The red diesel which should only be used for boats, agricultural and construction machinery off-road is taxed at a lower rate than diesel for general use. Criminal gangs set up plants to take the dye out of the red diesel and pass it off as diesel for general use.</p>
<p>According to the latest figures from Her Majesty&#8217;s Revenue and Customs (HMRC) the cost to the public purse of this type of crime is about £800m a year.<br />
In 2008-09 HMRC investigators closed down just six of these conversion plants. In 2009-10, that figure rose to 20 and is expected to be higher again this year.<br />
There is also evidence that this kind of fraud is continuing to spread from its traditional base in Northern Ireland &#8211; where it was often associated with money laundering by paramilitary groups &#8211; to Britain.<br />
Chancellor George Osborne is coming under pressure ahead of next Wednesday&#8217;s budget to reduce the fuel duty escalator, which is due to add a further 5p a litre to the price of petrol and diesel from the start of next month. But the ongoing political turmoil in Libya and the Middle East suggests that whatever action the government takes, the upward pressure on fuel prices is likely to continue for some time yet &#8211; taking fuel crime upwards with it.</p>

<p>I had the great pleasure of attending the recent <em>Inland Transport Security Discussion Forum </em>on January 31st 2011, hosted by TAPA EMEA, in partnership with the United Nations Economic Commission for Europe (UNECE).</p>
<p>The conference was held at the Palais de Nations in Geneva which is the home of the UN. A number of highly regarded international experts were chosen to speak at the conference which proved to be enlightening for all who attended.</p>
<p>Opening remarks from <a title="Mr. Andrey Vasilyev" href="http://www.euro.who.int/en/who-we-are/governance/regional-committee-for-europe/multimedia/videos/mr-andrey-vasilyev" target="_blank"><em>Mr. Andrey Vasilyev, Deputy Executive Secretary of UNECE</em></a> set the tone for a hugely informative discussion forum. Among the topics covered were <em>Transport Security Regulations: European Commission’s perspective and SAFE framework for standards</em>.</p>
<p><em>Mr. Franz-Josef Schneiders, Chairman of International Working Group on Land Transport Security</em> from Germany and <em>Mr. Goran Svilanovic, Coordinator for Economic Environmental Activites, OSCE</em> of Serbia &amp; Montenegro spoke on the topic of Inland Transport Security.  As members of International organisations with Europe wide expertise their perspective gave a valuable overview of Transport Security regulations and standards for international operators such as <a title="GGL Security Website" href="http://www.gglsecurity.com" target="_blank">GGL</a>.</p>
<p>The afternoon session opened with an absorbing talk which was very well presented by <em>H.E. Amb. Vytautas Nauduzas </em>from the <em>Ministry of Foreign Affairs in Lithuania</em> on changes to Freight Logistics Security entitled; <em>Evolution or revolution of transport security: What does the future hold?</em></p>
<p>The afternoon continued with speakers from the Russian Federation, Members of the Counter-Terrorism Team: EUROJUST and the European Committee for Standardization. One of the hottest topics under discussion over the course  the day was standardisation of cargo security regulations across the region and the world. Will these regulations improve or hinder the objective? And how can organisations like TAPA work with Governmental Organisations to achieve their common goal.</p>
<p>TAPA&#8217;s QI Forum of 2011 in Geneva was another hugely successful conference which improved our knowledge of Transport Security and demonstrated the positive outcomes resulting from a coordinated approach from a country and regional level.I am very much looking forward to seeing everyone in Q2 which will be held in Brussels at the end of May.</p>
